Research On The Development Of Community Home Old-age Service In China And Its Influencing Factors

With the rapid development of urbanization and population aging in China,the traditional family pension and institutional pension models are no longer able to adapt to the rapid growth of the status quote of the aging population.The family pension model is experiencing severe development due to the generalization of the "421"family structure.The challenge is that institutional pension models are limited by higher service costs,poorer service quality,and traditional concepts,and are not easily accepted by the majority of older people and families.The community home care service model integrates the advantages of family pension and institutional pension.Due to its low transaction costs,freedom,compliance with the wishes of the elderly,family care and many other advantages,the community pension service has become increasingly prominent and easier to be used by the elderly.Accepted by people and their family members,the development prospect is very broad and represents the future development direction of China’s old-age care.This article attempts to explore the influencing factors of the development of community home-based care services and discover the problems in the development of community home-based care services,and put forward specific optimization measures.This article first analyzes the influencing factors of the development of community home-based care services,and analyzes the current situation.It is found that the community service system in China is constantly improving,the scale of community institutions and facilities is significantly expanded,and the nursing talents for elderly care services are continuously growing.However,the scale of volunteers is declining.The government policies are more supportive.They have issued policy documents to promote the development of community home-based care services.Both clearly stated that it is necessary to speed up the development of community-based home care services.Next,using empirical analysis to explore the factors affecting the community-based retirement care in our community,namely the five factors of community service institutions and facilities construction,government policy support,talent team support,endowment insurance system,and economic development level,through 28 provinces and cities across the country.The panel data regression model confirms that the five factors have a positive effect on the community home-based pension services,and the economic development level has the most significant impact on the development of community home-based pension services,followed by the pension insurance system.Comparing eastern,central and western parts of China,it is found that the role of the elderly service talents in the eastern region for the development of community home-based care services has not been brought into full play,and the number and quality of care services for the elderly in the eastern region should be improved.The implementation of policies in the central provinces may not be in place.The implementation of the government’s support system and endowment insurance policy has not played a real leading role in the development of community home-based care services.The community institutions and endowment insurance systems in the western provinces provide community care for the elderly in the community.The service has the greatest impact,but the level of government policy support and economic development has no significant impact on the development of community home care services.Through empirical analysis,we found that there are still many problems in the development of community home-based pension services.For example,the professionalization of pension service workers is not high,the volunteer service team is relatively weak,and the support of the talent team does not provide services for community home-based care.The development of the industry has played a sufficient role in promoting the development of the region;the regional development is not balanced,due to the differences in the economic strength of the provinces,resulting in a large degree of development of the community home care service industry in various regions,the country’s development is not balanced.Finally,in combination with previous research results,we will promote the professionalization of service personnel,enrich the volunteer team,narrow regional economic differences,promote balanced development of the region,build a government support system,improve the endowment insurance system,provide differentiated aged care services,and establish efficient evaluations.The four aspects of the mechanism specifically elaborate the optimization recommendations of the community home care service industry.
