Study On The Policy Evaluation And System Construction Of Home Care Family Support

With the decline of population fertility rate and birth rate as well as the increase of life expectancy,the process of population aging and advanced ageing is accelerating and deepening,and the burden of elderly care in China is increasing day by day,leading to an increasing demand for elderly care;At the same time,the traditional family elderly care function is constantly weakening,and as the main elderly care model,home based elderly care inevitably faces the dilemma of continuously weakening its ability;At present,the existing family support policy documents on home-based care are relatively few and imperfect,and the policies are scattered in other policies,showing the characteristics of fragmentation.There are fewer policies aimed at fulfilling the function of family elderly care,and many policies still remain focused on policy concepts.Therefore,it is necessary to analyze the content of China’s home care family support policy system based on existing family policies,explore the difficulties and shortcomings faced in the future,and propose targeted countermeasures and suggestions for the evaluation and construction of China’s home care family support policy and system.This article summarizes the current research status at home and abroad and finds that scholars in China have roughly divided their research on family support policies into three directions.The first is the study of the function and role of the family in elderly care,the second is the research on the current status of family support policies,and the third is the research on the construction of family support policy system,mainly emphasizing the design of family support policies for special families,However,there is still relatively little research on how to build a family support policy system in China.The author uses literature analysis,questionnaire survey and quantitative analysis of the existing family support policies on home care,and obtains the policy status.Social questionnaire was used to obtain the data of the effect of family support policies for home-based elderly care.spss was used for data analysis and processing to obtain relevant supporting data.Through analysis,it has been found that there are many shortcomings in the supportive policies for elderly care at home in China,which need to be addressed.Without effective legislative support,the rights and interests of caregivers cannot be effectively protected;There are obvious deficiencies in the planning and implementation of policies,and the channels of support are relatively single;The needs assessment mechanism has not been fully implemented;In addition,the degree of policy decentralization is also high,and there is a lack of effective communication and cooperation among various departments.In order to effectively improve the quality of life of the elderly,lessons can be drawn from the successful experiences of developed Western countries,and combined with local characteristics,the policy system for supporting home-based elderly care families in China can be improved,in order to gain more social recognition.Specifically,some measures can be taken,such as strengthening legislative support to ensure the legitimate rights and interests of nursing service providers;Establish a comprehensive needs assessment mechanism to better meet the needs of different groups;Promote coordination and cooperation among various departments;Improve the design and implementation of policies to achieve optimal results.
