Study On Local Government Data Sharing

In today's world,countries all over the world have realized the strategic significance of data for a country.In the age of big data,massive data has become a new factor of production.Compared with traditional factors of production,big data is renewable,non-polluting,and unlimited.The Chinese government is the largest owner of data resources in China.Promoting the sharing and application of government information data can effectively help China take the initiative in a new round of major power competition.The central government has frequently introduced policies to promote the sharing of local government data in recent years.However,in the actual promotion process,there are problems such as slow progress and insignificant effects.Through theoretical research,investigations,interviews and other methods,this paper first analyzes the necessity of sharing government data,then summarizes the ways of sharing data,and studies the problems and root causes of sharing government information.Finally,combined with the experience of data sharing in some regions,some measures have been put forward for the sharing of local government data,and suggestions have been made for the construction of a sharing system for local governments,the improvement of relevant laws and regulations,and elimination of factors that hinder data sharing.This paper believes that the root causes of the difficulty of local government data sharing are manifold,mainly refers to that the local government leaders and grassroots are too traditional in their concepts of government affairs,lack of top-level design,failed in implementing supervision and evaluation system,short of incentive compensation mechanism,etc.In response to these problems,local governments should improve the information data sharing system as soon as possible,accelerate the formulation of relevant technical specifications,and provide support for the integration,sharing,and application of government data through the establishment of a unified data sharing platform.This will make an important contribution to advancing the development of social data.
