Government data sharing is an essential policy for government collaborative work,intelligent social governance,accurate decision making,optimization of social services,etc.,and thus has gained widespread attention from government,industry and academia.However,low participation in government data sharing is commonplace today.The root of this phenomenon is that data sharing technologies adopted at present cannot offer convincing anti-repudiation due to their dependence on untrusted third parties and centralized management.Therefore,it is of great theoretical significance and application value to explore more credible anti-repudiation government data sharing technologies.Blockchain's features of decentralized autonomy and records tamper-resistance can greatly help to eliminate third-party dependence and resist repudiation on transactions.In light of this,we conducted a study on the Blockchain-based anti-repudiation government data sharing technologies.The main work of this paper is as follows.First,we propose a weakly centralized Blockchain system architecture for government data sharing,namely GDS-BSA.This system architecture eliminates the adverse impacts of untrusted third parties by decentralizing the data sharing context.It describes a weakly centralized data sharing framework in the conceptual layer,gives a weakly centralized networking model in the physical layer,and supports the implementation of the framework and network by deploying node software in the logical layer.Based on the node software deployment,we further proposed a network health self-check strategy to maintain the autonomy of GDS-BSA.GDS-BSA replaces the untrusted third party with the Blockchain network,reduces the degree of centralization in government data sharing,and thus can effectively build trust,which is free of human intervention,for anti-repudiation data sharing patterns.Second,we propose a new Blockchain data model to accurately express the distributing transaction type of government data sharing,namely GDS-BDM.This data model is based on GDS-BSA and aims to represent data resources as data assets on the blockchain.According to the distributing transaction model and following the idea of tight coupling,we design GDS-BDM as a dedicated Blockchain data model,including data structures,data manipulations and data constraints,to more effectively help with the realization of antirepudiation properties.The experimental results show that GDS-BDM outperforms existing models in the context of government data sharing.Third,we propose a Blockchain consensus mechanism against repudiation of data delivery,namely GDS-BCM.This mechanism follows the idea of incorporating data delivery into Blockchain consensus,and is described by a staged data delivery protocol SDDP and a cascading consensus protocol CCP.The design of these protocols is based on GDS-BSA and GDS-BDM,and it uses Blockchain consensus processes to control the staged data transmission,thereby effectively resisting data delivery repudiation.The experimental results show that GDS-BCM achieves a good effect on resisting data delivery repudiation in the context of government data sharing.Finally,we propose a data fingerprinting scheme against the repudiation of unauthorized dissemination,namely F-scheme.This scheme can effectively embed and recognize identity information in government data objects,which are usually available in diverse content formats.Firstly,fingerprints are embedded into the byte sequence of a data object with a redundant encoding method.Then,the data object can be extracted by the encapsulated decoder with an elaborated access control strategy.At last,the repudiation of unauthorized dissemination is detected by the fingerprinting algorithm combining forward and backward verification.By doing so,when a data object appears as evidence of unauthorized dissemination,F-scheme can be used to trace the traitor of the data leakage.The results of evaluation experiments show that F-scheme reaches a good effect in resisting the repudiation of unauthorized dissemination.
