In the late 1980 s,with the shift of the focus of economic reform from rural to urban areas,community services began to rise in urban areas of China.At the beginning of the new century,with the acceleration of urbanization in China,the commercialization of urban housing,the aging of street offices and the management methods of neighborhood committees,urban community construction has been on the agenda.However,with the expansion of the community,contradictions and disputes that occur in urban communities are constantly emerging,and changes in urban community governance are becoming more and more topics of concern.In the 1980 s,deliberative democracy emerged as the third form of democracy following liberalism and republican democracy in western countries.The deliberative democracy as a governance model emphasizes responsibility and public interest,promotes dialogue on an equal footing,discerns political will from multiple parties,and values all interests.The practice of deliberative democracy in China’s rural areas for more than a decade has achieved significant results,but it is still in its infancy in urban areas and needs more exploration and practice.The case Q community selected in this article is located in Wuhu City,Anhui Province,a community trial and service innovation pilot area.It is a demonstration unit for urban communities in Anhui Province and has certain research value.This article adopts a community research method with qualitative characteristics.Taking the case Q community as an example,the literature on the development of deliberative democracy in the Q community is obtained through literature analysis,participatory observation and interviews.On the basis of collating these documents,deliberative participation,deliberative content,deliberative procedures and deliberative forms were used as the analytical framework to analyze and demonstrate the results of deliberative democracy in the Q community,and put forward further thinking on the deliberative democracy in the Q community.Q community deliberative democracy has achieved initial results.The community explores the “five-question” work method,which is to submit&identify&discuss&resolve&evaluate a question.At the same time,through multiple rounds of consultations,we ensured the transformation of the preferences of the participating negotiators,turning the idea of being immature into a deliberate decision.The community ensures political equality in the process of consultation by establishing a system of full disclosure of information and inviting experts and scholars to assist participating residents.In addition,the community has also played a positive role in its efforts to negotiate the role of social organizations through local innovation and consultation.There is still a certain gap between the deliberative democracy of the Q community and the socialist deliberative democracy with Chinese characteristics required by the central document,which can be further improved in two aspects.The first is to improve the existing negotiation mechanism.First of all,we must straighten out the relationship between the community and the residents and social organizations in the community;secondly,we must give full play to the role of experts and scholars;thirdly,we must further optimize the negotiation process;and finally,we must further integrate grass-roots consultations with social organization consultations.The second is innovation and the introduction of scientific consultation systems and methods.You can collect the topics for discussion through the “Handheld Community” and We Chat groups and select participants through random sampling,voluntary participation,and the designation of the organizers.In additon,the political equality of the negotiation process is achieved through the moderator system and the equal discussion system.And,grass-roots people’s congresses can play the role of grass-roots people’s congresses to achieve the supervision and assessment of the implementation of the negotiation results.Furthermore,according to the number of people involved in the consultation,the foreign advanced forms of consultation can be used.
