Research On The Response To Urban Community Residents' Demands From The Perspective Of Deliberative Democracy

As the last mile of national grassroots governance,the community is the basic unit of the city and a key place that directly affects the sense of well-being and happiness of residents.Good community governance needs to be based on the effective needs of community residents.It is also necessary to establish a standardized and effective response to residents' needs,ensuring the effective operation of community residents' demand expression,demand collection,demand analysis and demand response,and realizing the benign interaction between the multi-supply of community service and the demand of community residents.A good response to the needs of community residents should be supported by a scientific and rational platform,and the development of grassroots deliberative democracy provides an opportunity for it.How to use the democratic platform to achieve effective response to the needs of community residents is also an important issue in the promotion of grassroots consultation and governance.While affirming deliberative democracy as an effective exploration of the response to residents'needs in community governance,we must also recognize the importance of building scientific negotiation response which should be close to the needs of community residents.Otherwise,it is essential to explore a set of community resident needs consultation response procedures,such as rational expression of demands,forming a negotiating issue,selecting issues,formulating a negotiation plan,making evaluation feedback and so on,which could respond residents' needs better.Based on the current development of urban community residents'demands and responses,this paper deeply grasps its internal theoretical logic and emphasizes the use of the concept of deliberative democracy to achieve good community governance.Through the analysis of the relevant practice exploration of urban community negotiation response to residents'demands,the paper discusses the practical use of the negotiated democratic platform to realize the residents'demand response.Moreover;through the analysis of existing empirical data and interviews,the paper discusses the substantive effects and limitations of the practice of deliberative democracy in community in China,and summarizes its advantages.Based on the advanced experience,this paper proposes an optimization idea for the dilemma of the response to urban community residents'demands,and provides reference for improving the negotiation response to community residents' demands in the future.Last but not the least,this paper combines deliberative democracy with the response to community residents'demands.While conducting a holistic study,it also deeply analyzes the internal details.In the context of expecting to promote community governance,the supply and demand subjects can better achieve harmonious co-governance,and at the same time try to achieve deliberative democracy,which make the theory of deliberative democracy root at the grassroots community more possible.
