Research On The City Community Of Deliberative Democracy

As the most basic unit in carrying city management and coordinating social interests in our country, community is a miniature of the whole society. In recent years, the democracy at the grassroots level is expanding, and people’s material and cultural life has been improved significantly. Nowadays when the society is becoming increasingly diversified, people with different cultural backgrounds and different social status gather together within the community. Because of the lack of necessary communication and exchange, and the reasons of interests, resources and locations and so on, community contradictions and conflicts are inevitable, which influences the stability and harmony of community. The needs of community residents under the established political framework are not only difficult to meet, but also cannot be effectively expressed. The most effective way to achieve "people-oriented" management in community is to practice the deliberative democracy system of community. Community deliberative democracy is an effective way to solve these contradictions and conflicts. Through the operation of the deliberative democracy mechanism, all kinds of people in the community can be fully mobilized. Through the platform of dialogue and consultation, and rational exchange and communication, a consensus can be formed to solve the problems to promote the harmonious development of community. The report of the 18th session of the National People’s Congress clearly put forward "promoting the development of deliberative democracy in the way of extensive and multi-layer institutionalization", emphasized "upholding and improving the multi-party cooperation and political consultation system under the leadership of the communist party", and pointed out the direction of "the extensive and multi-layer institutionalization development" of deliberative democracy. The construction of democracy at the grassroots level is the basis for the development of democratic politics in China, while the development of community deliberative democracy is an important way for the construction of democracy at the grassroots level. Advocated and tested by political scientists, the deliberative democracy glows with exuberant vigor and vitality. On the platform of community, the deliberative democracy has relatively more suitable soil for its growth. In the critical period of transforming development and deepening reform in our country, the common promotion of government, society and residents is the driving force of the continuous development of urban community democracy. Throughout the researches in the community deliberative democracy both at home and abroad, the research results mainly focus on politics and sociology. Although other disciplines touch upon this issue, there are few researches. Moreover, on the research methods, there are a lot of normative researches and few empirical researches, and there are still many unanswered and unresolved practical problems. This paper combines the deliberative democracy with the governance of urban community, and uses the method of empirical researches to analyze the deliberative democracy of urban community, and analyzes the existing problems and their causes in the process of promotion. On the basis of it, it combines with related theories and puts forward its own views from the four perspectives of the main bodies, contents, channels and operations of deliberative democracy as to improving the strategies of the deliberative democracy of urban community. At the same time, the construction of a harmonious urban community is currently a hot topic. This paper plans to embed the theory of deliberative democracy into the governance of urban community for integrated studies, which is conducive to the construction of harmony in a modernized urban community, and at the same time to the further development of the theory of deliberative democracy.
