| It has been 22 years since the Sino Russia “strategic cooperation partnership” established in 1996,and Sino Russian Relations have made real progress for the transformation from “strategic partnership of coordination towards the 21 st century” to “comprehensive strategic partnership of coordination” of high-level and particularity under the guidance of the principle of " partner rather than alignment ",and both the scale and quality of bilateral cooperation have improved.However,there are still many problems in the development of the Sino Russian strategic cooperation partnership,which hinders the further development of the relations between the two countries.,including the historical enmity between the two countries,the “China threat theory”,the connection of “One Belt One Alliance”,the restrictive factors to the deep development of the relationship between the two countries from the principle of "partner rather than alignment" and so on.In this paper,the background and connotation of the Sino Russian “strategic cooperation partnership” establishment was studied from perspectives of international cooperation theories and geopolitics,the major achievements of the "strategic cooperation partnership" based on the principle of " partner rather than alignment " since its establishment have been briefly combed,and the specific problems and reasons in the development of the Sino Russian “strategic cooperation partnership” were analyzed from the aspects of historical enmity,core interests and institutional constraint.In the end of the paper,some countermeasures to deepen the Sino Russian “strategic cooperation partnership” were put forward: enhance the mutual trust in strategic and humanities between two countries,uphold the common interests of two countries,break the conflict of zero-sum game,correctly handle the trilateral relations between Russia,the United States and China,maintain regional peace and stability,and avoid the risks. |
