Counterpart Support: Local Government Cooperation Research With Chinese Characteristics

Along with the rapid development of China’s regional economic cooperation, cooperation in developed areas are more and more frequently. The cooperation between local governments in China have become the main means of developing regional economy. The partner assistance studied in this paper is not only a major policy which can solve the develop problem of minority areas, but also a reliable way to promote economic integration between the mainland and ethnic frontier. September 7,2013, the "Silk Road economic belt" strategy is put forward,Xinjiang as the transit base providing for the development of domestic economy turn to foreign markets, is located in the core strategic position of the Silk Road, which not only promoted "social stability and long-term stability" of Xinjiang, and also build a bridge for the mainland market move towards the international market. This proves, the vigorous support for Xinjiang, is no longer the exclusive policy benefit skewed to Xinjiang, but an effective strategy to achieve a win-win for both sides. From a public policy research perspective, the partner assistance have good research value at planning, formulation, implementation, controlling, etc. In particular, the implementation of the policy provided material of the concept of governance, government action, the ability of to deal with intergovernmental relations under the conditions of economic social transformation. Based on the research case of contemporary Chinese local government collaborative and the development of Xinjiang regional ethnic autonomy in the new situation, this paper analyzed the difficulties and reasons of partner assistance to Xinjiang from local governments cooperation, and put forward some corresponding perfect measures.This paper has five sections to present research of partner assistance policy.The first part is the introduction, mainly explained the research background of the partner assistance which as an inter-local government cooperation way, analyzed the research theoretical of partner assistance and the significance of practice, recalled correlation studies of the cooperation between local governments and partner assistance, and teased out the research content and methods of this paper.The second part outlined the intension of cooperation between local governments and the research of theoretical basis of partner assistance. This part combine partner assistance policy practice with academic horizons, to explore reliable research foundation, but also make a further research of key issues.The third part outlined the intension of partner assistance and practice research of partner assistance to Xinjiang from nineteen provinces. This section also traced the changes of partner assistance since the reform and opening up policy in minority areas, which provided a historical reference for the study of the core content of this paper.The fourth part is the condensation point of this study, mainly start from three levels of the legal system, the implementation mechanisms, and cooperation field, discussed and analyzed the difficulties and reasons of partner assistance to Xinjiang from local governments cooperation.The fifth part is mainly concentrated on the demonstration process, and extract some policy recommendations to properly handle partner assistance through the research of cooperation between the local governments.
