Study On Performance Evaluation Index System Of Open Government Data Platform

In the era of big data,the data is "the gold of the future".As the largest owner of the "gold mine",the government,which provides free and indiscriminate access to data resources on the basis of ensuring safety and personal privacy,can not only promote "transparent government " and " responsible government " so as to enhance the public's support and trust to the government.At the same time,it can also fully exploit folk wisdom and promote social innovation.Internationally,open government data has actually become a trend.Many countries have actively responded to and actively participated in the formulation of their respective open plans at the national or local level.Many countries in the world have established a compliance The actual situation of the country open government data platform.From a global perspective,C hina's open government data practice has just started,data openness is relatively low,and the level is relatively backward.Therefore,how to evaluate the existing open government data platform and find out the gap with the international best practice of open government data by reference to the international open standards is very important for the development of C hina's open government data.Therefore,this paper is based on the status quo of open government data platform performance evaluation and mainly completes the following work:(1)Establish an analysis framework for the performance of open government data platforms and analyze the performance of the platform.C lear the participation parties(data publishers,collaborators,and users)involved in open government data platforms and their interactive relationships;then build an open go vernment data ecosystem model from an ecosystem perspective and sort out the ecological factors related to the operation of the platform.Analyze the platform's ecological operation process;Finally,use public value chain tools to analyze the platform per formance generation process,and construct an open government data platform performance analysis framework from the three aspects of authorized environment,operational capabilities,and public value,and analyze the platform performance structure.(2)Open government data platform performance evaluation index system construction.On the basis of an open analysis framework for the performance structure of government data platforms,an open government data platform performance evaluation was constructed using the three dimensions of “public value”,“authorized environment” and “operational capability” of public value “strategic triangle” model as the first-level indicators.The indicator system and the use of the extension analytic hierarchy process to calculate the weights of the indicators.(3)Application research on performance evaluation index system of open government data platform.Based on the index system that has been constructed,the open government data platforms in Shanghai,Beijing,and Guizhou have been selected as samples,and qualitative and quantitative analysis methods have been used to conduct empirical research.According to the deficiencies found in the assessment process,combined with the development status of C hina's open government data,we put forward an improvement strategy for the construction of China's open government data platform.
