Research On Performance Evaluation Index System And Application Of Government Data Open Platform In China

In the era of big data,the importance of data is increasingly prominent.Data is a strategic resource of the country.Many countries have promoted the open of government data into a national development strategy.Opening government data to the public can stimulate the vitality of society and mine data from all levels and maximize the public value of the data.The government data open platform serves as the window and carrier for the government to open data to the public.In 2009,the launch of the US government's open data portal “Data.gov”begun the construction of a global government data open platform.The Chinese government also attaches great importance to the government data open platform.The development of the national level also has put forward a series of requirements to promote the process of data openness.Government performance appraisal is a measure of the effectiveness of government management activities.To explore whether the open platform for government data established by local governments has been used for data openness and market development.The survey constructs a performance evaluation index system to study the development situation of the Chinese government data open platform.Based on the open government data,and the theoretical basis of open government and e-government performance evaluation,the study combines the status quo and characteristics of China's government data open platform with“base layer”,“data layer”,“platform layer”and“application layer”for the first-level indicators.The Delphi method is used to screen the indicators,and the analytic hierarchy process is used to design the index weights to construct a set of government data open platform performance evaluation index system in line with China's actual situation.Then this set of performance evaluation index system is applied to the open provincial government data open platform in China and is tested.The empirical results show that there are few basic policies and regulations in the construction of government data open platform.The data layer quality is not high,the platform layer function needs to be improved,the application layer utilization is low,etc.Finally,from the four aspects of the base layer,the data layer,the platform layer and the application layer,the study proposes reasonable suggestions for optimizing the construction of the government data open platform.It aims to promote thebetter development of the government's open data platform.
