Research On The System Of Opening According To Application Of The Eastern District Government Of Panzhihua

As an important way of guaranteeing citizens’ right to know,to participate and supervise,government affairs opening is an important part of the construction of government rule of law in China.The two ways of openness of government affairs are active opening and opening according to application,which is the most concentrated area of contradiction and problem in government affairs opening.The research on the open according of application is of great significance to strengthen the Government’s credibility and to guarantee the citizens’ right to know,to participate and supervise.At present,there are more research on active opening in China,and less research on the opening according to application,and the research on the Grass-roots Government is more rare.In this article,the comparative analysis method and case study method are used to study the Eastern District of Panzhihua in Sichuan Province as the research object,this article chooses two representative cases in the Eastern District in recent years,and finds out the problems existing in the system of opening according to application of the Eastern District,and analyzes the problems based on the theory of public choice,and based on the experience of domestic and foreign advanced districts,Combined with the Fine-grained Management concept,this article puts forward a series of suggestions for the Eastern District to improve the system of opening according to application.This article is divided into five parts: the first part is the introduction,mainly introduces the research background,research significance,research objectives,research review,basic concepts and related theoretical basis,research ideas and innovation.The second part is the practice and exploration of opening according of application.In this part,this article analyzes the present situation of the system of opening according to application in the advanced countries and regions,and draws some enlightenments to the system of opening according to application of the Eastern District Government.Then it introduces the practice of fine management in government public administration.The third part analysis the present situation of the system of opening according to application of Eastern District Government,has found out the main problems of the system of opening according to application of the Eastern District Government,and has analysed these questions.The forth part is to improve the system of opening according to application of the Eastern District government.In view of the problems in the Eastern District,drawing on the advanced experience at china and abroad,combined with fine management concepts,Public choice theory and Eastern District situation,put forward suggestions to improve the system of opening according to application of the Eastern District.Part Five is the conclusion part,expounds the main findings of this paper,sums up the deficiencies of the thesis,and forecasts the next research direction.
