An Analysis On The Negative Effects Of E-Government Information Opening

Based on the research status at home and abroad, this paper introduces the concept of E-government, government information, government information opening, negative government information and negative effect. It investigates the effects of government information opening which include the positive effects and the negative effects of them. Then it mainly studies the negative effects, especially the negative effects of negative government information opening. Firstly, this paper analyzes the positive effects of government information opening, which include the positive effects between the opening and the secrecy, the positive effects between the electronic means and the traditional manner. Secondly, the paper studies the negative effects of government information opening, especially the negative effects of negative government information opening, and gives a definition of negative government information, then introduces the types and characteristics of them. Thirdly, this paper analyzes the showing forms of the negative effect and the influencing factors which include the source, the media, the recipient and the environmental conditions of information opening. Fourthly, the paper introduces two diffusion models of negative effect which learn from the SARS models based on the analysis of influencing factors. Fifthly, taking coal administrative information opening in Shanxi province as an example, this paper collects the data through the questionnaires,deduces the primary influence factors of negative effect with the data analysis, which include the direction of negative effect, frequency of diffusion, possibility of spreading, the time of information opening, and the transformation coefficient of negative effect, and constructs a model of negative effect from the view of negative effect diffusion. Finally,it collects 116 valid data with questionnaire survey again,and makes a empirical work on the model of negative effect, then gives four suggestions for the negative effect from the government angle.
