In October 18,2017,at the nineteenth National Congress of the Communist Party of China,President Xi Jin ping pointed “A nation will prosper only when its young people thrive;a country will be full of hope and have a great tomorrow only when its younger generations have ideals,ability,and a strong sense of responsibility....The whole party should care about the youth,and set up a stage for them to realize their life goals.The youth should be determined,aspiring for high and grand while planting our feet firmly on the ground......" Training high-quality youth civil servants is a strategic topic at the national level.It is the inevitable requirement of our socialist modernization drive.We need to explore this topic more deeply in the new era and have a strong sense of mission.For a long time,the national tax authorities have put great emphasis to the construction of young cadres.Due to the limitations in the personnel management in the current tax system,however,there is a lack of overall planning and research on young civil servants’ human resources development.Therefore we need to use occupation career management planning theory effectively and to explore the implementation of young civil servants’ career planning and management.In this case,we could constantly stimulate work the enthusiasm of young civil servants and obtain a modern,high-quality tax team.Taking career management of young civil servants in tax authorities as the research object,guided by domestic and foreign occupation career management theories,utilizing case analysis,this paper analyzes problems of occupation career management of civil servants in grass-roots tax authorities.In this thesis,a combination of questionnaire and forums is used to find ideas and desires of the young civil servants.,in order to explore the construction of grass-roots tax authorities’ young civil servants career management strategy.This paper is divided into seven parts: the first chapter is the introduction,describing the research background and significance,research ideas and methods,domestic and foreign research reviews,innovation points and so on;the second chapter is the related concepts and theoretical basis of career management;the third chapter is the summarize of grass-roots tax authorities’ young civil servants career management,explaining the content and influence factors of the career management,the particularity of the grass-roots tax authorities’ young civil servants career management basic situation;the fourth is the case analysis career management in QF City National Tax Bureau;the fifth chapter is to explore career management problems and analyze the reasons;the sixth chapter is to improve suggestions on youth civil servants career management;the seventh chapter is conclusion and prospect.This article is meant to serve as a building brick to further attract jade,providing some reference for improving the career management of young civil servants in national tax bureau at the grass-roots level,as well as other grass-roots units.
