As the main executive body of various public policies of the grass-roots government,grass-roots civil servants are the direct implementers of national policies.In recent years,due to the impact of the COVID-19,grass-roots units need to take into account the epidemic prevention and control work in addition to completing routine work.The work task is heavy and the work pressure increases sharply.Compared with middle-aged civil servants with more seniority,young civil servants at the grassroots level,as the "backbone" of grassroots civil servants,tend to undertake more work tasks and pressures due to better physical fitness,higher education level and less family pressure,but they are unable to effectively relieve and cope with them,resulting in frequent physical and psychological problems.At the same time,in addition to the pressure brought about by the work itself,the impact of low salaries and salary reduction policies on young civil servants is more direct,and most grassroots young civil servants react strongly to the phenomenon of inequality between their work input and output,resulting in a gradual increase in the tendency of grassroots young civil servants to leave and it is difficult to retain young talents.It can be seen that at present,when faced with work challenges and risks,young civil servants at the grassroots level are often unable to effectively deal with them,showing obvious lack of resilience,and how to enhance the professional resilience of young grassroots civil servants is crucial.Due to the great changes in the social and working environment of grassroots young civil servants,the previous research on the professional resilience of grassroots young civil servants is difficult to adapt to the new environmental needs at this stage.At the same time,previous studies did not distinguish between civil service groups,ignored the characteristics of grassroots civil servants of different ages,and the research group was not focused enough.Based on this,this paper,based on the current development trend in the field of social and public management,aims to study the professional resilience of the grass-roots young civil servants in the grass-roots civil service group.By exploring the influencing factors of their professional resilience,it explores the effective ways to enhance the professional resilience of the grass-roots young civil servants,thus maintaining the stability of the grass-roots young civil service team and promoting the further development of grass-roots governance.In order to explore the influencing factors of the professional resilience of young civil servants at the grass-roots level,this study mainly carries out research according to the following ideas.First of all,it explains the relevant concepts of the professional resilience of young civil servants at the grass-roots level.Through carefully combing the relevant research on the professional resilience at home and abroad,it is found that there is little research on the influencing factors of the professional resilience of civil servants at home and abroad,whether from the perspective of research content or research groups.Therefore,"the influencing factors of the professional resilience of young civil servants at the grass-roots level" is selected as the theme of this study,30 grassroots young civil servants under the age of 35 in Sichuan,Chongqing,Jiangsu and Shanxi provinces and cities were interviewed in depth.In this study,I coded all the interview data verbatim through Nvivo12 software.Follow the research steps of grounded theory,extract and abstract relevant concepts from interview data,study the relationship between various concepts and categories,obtain the influencing factor model of grass-roots young civil servants’ occupational resilience based on the coding results,clarify the influencing factors of grass-roots young civil servants’ occupational resilience,and further explore the mechanism of these influencing factors.Based on the analysis,this paper finds that the influencing factors of the professional resilience of young civil servants at the grass-roots level mainly include four factors: organizational driving factors,professional driving factors,internal driving factors and social driving factors.Based on the above factors,the following measures can be taken to improve the professional resilience of young civil servants at the grassroots level:(1)In terms of organizational help strategies,optimize the organizational structure and standardize the supervision and assessment;We will strictly reduce the burden and make our policies more operational.Attach importance to leadership behavior and create organizational atmosphere;Provide assistance programs to help increase resilience.(2)Career help strategy: reform the assessment mechanism,improve the salary;Smooth development channel,explore career management;Reduce work pressure and balance task distribution.(3)Self-management strategy: planning career prospects,strengthening cognitive training;Master the skills to relieve pressure and maintain mental health.(4)Social support strategies: establish reasonable expectations and establish a good image;Pay attention to interpersonal relationships and build resilience networks.Compared with previous studies,the contribution of this study lies in the exploration and analysis of the career resilience of young civil servants at the grassroots level based on the dual background of the grassroots heavy pressure and the COVID-19 epidemic.At the same time,focusing on the key issue of the influencing factors of the professional resilience of young civil servants at the grass-roots level,the author innovatively uses the grounded theoretical analysis method to enrich the influencing factors of the professional resilience of young civil servants at the grassroots level in the new environment into four dimensions: organizational drive,professional drive,internal drive and social drive,and improves the categories under each dimension,and then puts forward targeted policy recommendations.In summary,this study is of great significance to the enrichment of theoretical research on the management of grass-roots civil servants,grass-roots governance and occupational resilience.
