Civil servants career management is a sort of humanizing and win-win H.R. management model and is comprehensively applied to national official management in west developed countries since1970s, playing a positive role. Our country is right in the reform of personnel system, and then to introduce advanced H.R. management theory to guide practice has been imperative. At the present stage, civil servants career management, a new research field, is at an early stage in the domestic research.This paper, based on the current situation of civil servants in S Chinese People’s Political Consultative Conference(CPPCC) Committee Office, discusses the countermeasures of civil servants career management in this institution, from both micro application level and practical aspect. This article is comprised of6parts.Chapter one——Foreword. It elaborates the research background, research objectives and significance, and presents the current situation and achievements of the research on civil servants career management at home and abroad with the method of literature review. Because the research on our country’s civil servants’ career management is relatively late and the research on micro concrete application is deficient, the article works from the microscopic point of view.Chapter two——Brief introduction about related concepts and theories of career management. One is to define the basic conception of civil servants career management, another is to recommend related theory about career management-career choice theory, career development theory, and ladders development model of career management and so on. In the end of this part shows the theory achievements’contribution to promoting the institution construction and civil servants’self development, and as well indicates the guidance to civil servants career development.Chapter three——analysis about the current development situation of the civil servants in S CPPCC Committee Office. One is to present the general situation of S CPPCC Committee Office, briefly introducing fundamental situation, the present situation of civil servants and its construction target and so on; another is to analyze the current situation of civil servants career management in S CPPCC Committee Office; the third is to find principal problems existing in the civil servants career development; the last is to dissect the reasons. Finally, the authority construction target is summarized as the ultimate destination and the current situation of civil servants is regarded as the origin of career management. Civil servants career management offers an effective shortcut to realize the organizational and personal development objective.Chapter four——introduction about the foreign distinctive experience of civil servants career management, such as the American civil service jobs description and career development plan, as well as the enlightenments to the S CPPCC Committee Office.Chapter five——Countermeasures to bring in the civil servants career management to the S CPPCC Committee Office. One is to set up the concept of human-centered and human all-round development; another is to elaborate the principle in the introduction of the civil servants career management; from two aspects of civil service management(civil service management process and civil servants career development stage),the third is to explore the measures and methods of introducing the civil servants career management.Chapter six——Conclusion Part, a brief review of the full article.In the article, contents about definition of career management and introduction of the two aspects of civil servants career management (civil service management process and civil servants career development stage) are closely related to correlation theory and working practice, with certain innovation. The author expects to gain the win-win situation between the authority and civil servants, and to benefit the research of civil servants career management application, and to promote the personnel system reform.
