Career development planning for young civil servants is a dynamic management process in which young civil servants combine their own characteristics and advantages,clarify career development paths,and work hard towards career development goals.The career development plan of young civil servants is related to the healthy development of youth career and personal growth and progress,and it affects the management ability and service level of government departments,as well as the establishment of a good government image.At present,the number of young civil servants in my country is increasing year by year,and they are about to become the backbone of public management in government departments.This requires strengthening the management of young civil servants,increasing the importance of young civil servants’ career development planning,and improving the overall quality of young civil servants to achieve high-quality development.The goal.The career of civil servants is more stable than that of enterprises,the salary income is at a medium level,and the path of career development is relatively clear.This career advantage greatly reduces the life and employment pressure of young civil servants,but it also leads to a lack of career development plans for young civil servants.Motivation,which adversely affects the personal development of young people.The Party Central Committee has promoted deepening reforms in many aspects such as structure and system,which have made significant progress in the construction of the civil servants.Especially after the implementation of the classified management system,the employment-based civil servant management pilot has achieved outstanding results,and open selection has become more and more the norm.At the same time,the comprehensive implementation of the parallel system of positions and ranks has made the career development prospects of young civil servants brighter and brighter.In this case,it is particularly important for young civil servants to make a good personal career development plan.This study uses young civil servants in the Dalian tax system as a sample to investigate and analyze young civil servants’ career development planning,career satisfaction,appropriateness of job positions,and incentive measures.Through reading domestic and foreign books and documents on career development planning,using career development theory,psychological dynamic theory and other theories as guidance,using literature research,investigation and research and other methods to find out the problems in the career development planning of young civil servants in the Dalian tax system:Yes Insufficient career guidance for young civil servants,ignorance of the professional psychological state of young civil servants,the personal and organizational goals do not fit well,and the realization of professional ideals is not high,presenting characteristics:the growth curve of personal ability and quality improvement in practice and the career development curve reflected by job rank promotion show a reverse trend Analyze the reasons:insufficient attention to career development planning,insufficient organizational incentives,insufficient human resource management capabilities,and narrow career development channels,and then put forward several efforts to optimize the career development planning of young civil servants in the Dalian tax system:strengthen youth The scientific nature of the civil servant career development plan,perfect the incentive and guarantee mechanism for young civil servants,optimize the human resource management model of young civil servants,and broaden the career development channels of young civil servants.This research aims to improve the career development planning of young civil servants,fully tap and release the career potential of young people,build a professional and efficient tax team,and ensure the continuous and high-quality development of taxation.
