Research On Deliberative Democracy In Rural China

Deliberative democracy was a new theory of democracy and form of democratic practice which arose in western political circles during the Theoretical Introspection and practical development of Western capitalist democracy in the 80s of last century.In the early twenty-first Century,China began to study and practice the theory,making deliberative democracy gradually become a new angle of view and a new form of the development of socialist democratic politics with Chinese characteristics.China is in a critical period of democratic political reform and economic development,and accelerating the construction of deliberative democracy in rural areas has been promoted as an important policy for national development.In rural self-government,the introduction of new forms of management,the use of deliberative democracy,so that all policy resolutions are proposed and implemented under the premise of democracy.At present,there are many important features and development trends of deliberative democracy in the construction of grass-roots democracy in rural China,and the deliberative democracy at the grass-roots level in China's rural areas is a continuous process.How to build rural grassroots deliberative democracy under the new situation,to promote the construction of rural grass-roots democracy,create a harmonious and stable social environment for rural development and national construction,is still an important subject in front of us.This paper is divided into four parts.The first part is an introduction,the main narrative purpose and significance of this article,literature review and study methods and innovations at home and abroad.Modern democratic forms of deliberative democracy is introduced,it has a solid Research Foundation.The second part is an overview of the basic content of the article,which explains the origin,meaning and implementation of deliberative democracy of deliberative democracy meaningful and detailed process of rural grass-roots deliberative democracy.The third part describes the problem and cause analysis of China's rural democracy in grass-roots consultations.The villagers are the main problems of rural grass-roots deliberative democracy approach to policy awareness means a single,"two committees" functions induced by low efficiency of deliberative democracy,the villagers of rural grass-roots participation of deliberative democracy is not high,as well as the rural grass-roots level of institutionalization of deliberative democracy is still low.Problem occurs because the lack of rural democracy in grass-roots consultations within and outside of health supervision and management,and traditional governance constraints,as well as farmers ' awareness of deliberative democracy weak policy villagers ' participation in the demand and supply imbalance and deliberative democracy.Part IV specific countermeasures to perfect the construction of China's rural democracy in grass-roots consultations.Sound systems and procedures of deliberative democracy.Enhance the awareness of farmers ' deliberative democracy,and create a good atmosphere for rural development,improving farmer's style of expression.
