Xiangxian,also named as rural personages,are the elites of management in China’s rural society.They are originated from the traditional rural society of the small-scale peasant economy and form the unique culture of "learning virtuous thoughts,respecting virtues,and benefiting hometown".After the reform and opening up,China’s rural areas have gradually declined due to the urbanization with the severe challenges such as rural hollowing,aging,cultural desertification,etc..Chinese government proposed the revitalization of the countryside and cultivation the culture of Xin Xiangxian,also named as Neo-village elite(means some advanced models such as excellent grass-roots cadres,models of morality and good people in rural areas who have grown up in the countryside and devoted to the countryside with high prestige and good reputation in modern China).As an important role,Neo-village elite organization has provided new ideas for the governance of the countryside in the perspective of the inheritance of traditional culture or the promotion of good governance for the countryside.Based on the rural governance,this thesis firstly elaborates on the related concepts such as Neo-village elite and rural governance as well as presents research status from the perspective of Neo-village elite organization.Secondly,it traces back the traditional rural personages in the history and sorts out the performance carrier of authority and good governance,laying a good foundation for the issues for the participation of Neo-village elite organization in rural governance.Thirdly,depending on the different origin of the organization,Neo-village elite organization is divided into two types:internally spontaneous type and externally embedded type.Combined with case studies in the Quanzhou region,it is found that these two types of organizations function as a role in different ways:the former one depends on internal authority from the rural society;the latter one relies on external forces.Fourthly,according to the field survey data in the four regions of Quanzhou,this thesis adopts factor analysis and descriptive statistical method to explores and validates the service role and internal harmonious mechanism of Neo-village elite organization in rural governance,and meanwhile it reveals problems they come across such as and conflict of governance roles lack of supervision mechanism.Finally,after summarizing the role and mechanism of Neo-village elite organization,this thesis puts forward that the further development of it needs to rely on the improvement of policies and regulations,the elimination of gaps between governance subject,the establishment of supervision mechanisms and the retrospection of governance experience of traditional rural personages. |
