Research On The Positive Role Of Rural Migrant Elites In Rural Governance

With the rapid economic development,the flow of labor between urban and rural areas is becoming more rapid and frequent.As a special group,the rural mobile elite has both rural cognition and urban concept,and their status,role and ability cannot be replaced in rural economic,cultural and social construction.The article analyzes the rural elites and believes that the leadership of rural elites is an inevitable demand for the modernization of rural governance.In addition,to achieve rural revitalization,we need to use social capital to improve rural governance and strive to build a vibrant,harmonious and orderly rural governance.This article takes Maling Village in Hubei Province as an example,starting from the promoting role of rural elites in rural governance,focusing on the theoretical basis of elite theory,rural governance theory and social capital theory,focusing on the multi-active role of rural elites in rural governance The article specifically describes the role of Maling Village’s mobile elites from three aspects.The first is that rural elites promote the establishment and development of Maling Village Farmers’ Cooperatives and rural modern enterprises.Rural mobile elites promote the establishment and development of cooperatives,promote the establishment and development of rural modern enterprises,organically integrate farmers’ cooperatives and modern enterprise systems,and also describe the impact and significance of the organization and development of cooperatives;the second is the Maling Village mobile elites Participate in and promote the optimization of rural public governance.Including rural elites,leading party governance through party building,rural elites promoting the cross-serving of village enterprises and village committees,promoting rural governance,and rural elites promoting the improvement of the quality of rural governance subjects;the third is the promotion of mobile elites in Maling Village Construction of a beautiful and harmonious new countryside.Under the vigorous promotion of Maling Village Mobile Elite and the two village committees,Maling Village has transformed into a beautiful,affluent,and green model village.Rural migrant elites have the rule of virtue in the environment and infrastructure,social security of Maling Village.It has made significant contributions to the rule of law.
