Research On The Optimization Path Of Neo-village Elite Participating In Rural Governance

The report of the 19 th National Congress of the Communist Party of China first proposed the implementation of the strategy of rural revitalization,and clarified the general policy of “thriving businesses,pleasant living environments,social etiquette and civility,effective governance,and prosperity”.However,the problems such as rural hollowing out,empty nesting,aging issues,and coming after the lack of talent support for rural revitalization,the inability to retain and use of talents have become key issues to be solved urgently.In order to solve the problem and make up the short board,in recent years,the encouragement and guidance of neo-village elite to participate in rural revitalization have gradually become prevalent.Neo-village elite’s commitment to beautiful rural construction has become a hot topic in society and also academic researches.Based on the field research in L town in Xiaoshan District of Hangzhou,this paper analyzes the methods of neo-village elite’ participation in rural development including democratic decision-making,administration and oversight,and the positive effects such as driving local economic development,increasing the supply of public goods,promoting grassroots deliberative democracy,helping community integration and group conflict prevention,promoting moral culture demonstration,and etc.,which uses methods of literature review,volume survey,interview and case study,referring to rural governance theory,administrative absorption theory and political participation theory.At the same time,starting from the internal and external constraints affecting the role of neo-village elite,the insufficient participation willingness and impure motivation,the inability to participate,the shallow embedded problem of the neo-village elite organization,the economic rational outlook of the village cadre and their own prestige problems have been analyzed in depth.Based on the above analysis,this paper finally puts forward some policy suggestions for optimizing neo-village elite’s participation in the rural governance,including optimizing the mechanisms of guiding and motivating,absorbing and selecting,public participation,team building,authority recognition and so on.Village elites are persons with talents born and growing up here,who have deep emotional connections with their hometown.With the in-depth implementation of the rural revitalization strategy and more standardized and institutionalized neo-village elite’s participation in rural governance,as an indispensable important subject of rural governance,the main consciousness and group role of neo-village elite will be more effective and powerful.
