The cadre's residence in the village is an important part of our party's rural work.In particular,after the reform and opening up,the implemented system that cadres reside and take charge of villages has played a huge role in the development of rural agriculture in our country and the elimination of poverty.The 18 th CPC National Congress proposed the Four-Pronged comprehensive construction goals.However,To build a well-to-do society in an all-round way,we must lead 70 million poor people to take off their poverty hats.The time is tight and the task is arduous.After the Fifth Plenary Session of the 18 th CPC Central Committee,the CPC Central Committee and the State Council proposed in the Decision of the Central Committee of the Chinese Communist Party and the State Council on Winning Pace for Poverty Alleviation that we should accurately select and match cadres and poverty alleviation teams to help the poor in the village,and comprehensively strengthen rural economy,politics,culture,society and the building of the Party so as to train the cadres and achieve a double harvest of poverty alleviation and the building of the cadre ranks.Only by selecting and sending out political cadres,who have good political qualities,comprehensive abilities,and ethical work style,to reside and take charge of the villages in poverty,can we be able to accurately achieve poverty alleviation through poverty reduction and win the fight against poverty.S City is located in the western part of H province.In recent years,the city has made certain achievements in the poverty alleviation of cadres stationed in villages.This paper starts from the status quo of the management of village cadres in S city,and analyzes the existing problems and causes of the management of cadres in villages through the research methods of case study,field interviews and experience summaries,etc.from the aspects of selection,management,assessment,and reward and punishement.With a combination of theories of organizational career management theory,hierarchy of needs,two-factor theory,and equity theory,we draw on the successful experiences of other regions in our country,and propose solutions or improvements from the aspects of institution-building,personnel appointment,current management,supervision and evaluation,and reward and punishement.It is a hope that the existing countermeasures and suggestions for the problems existing in the management of village cadres should be able to serve as a reference for the management of cadres in villages in poverty-stricken areas,and promote the smooth development of poverty alleviation work.
