Study On The Governance Effectiveness Of "First Secretary" In Villages Under Precision Poverty Alleviation Policy

After the the appointment of the "First Secretary" issued by the Ministry of Organizational Affairs in 2015,governments around the world have carried out the appointment of the First Secretary in the village.It is an innovative perspective to study the effectiveness of grass-roots governance from the perspective of the First Secretary.In the strategy of modernization of national governance system put forward by General Secretary Xi,effective governance is the goal of modernization of national governance ability.Therefore,the study try to find the effectiveness of the first secretary's governance,we can explore the trend of modern governance in China,and also to find the actual improvement of grassroots social democratic life.Understanding the "governance effectiveness" and setting assessment indicators are the most important tasks of the study.On the one hand,through learning the theory of governance in academic circles,the effectiveness of governance is to achieve the goal of "good governance",and find out the actual performance of the government to create economic and social development.On the other hand,the appointment notice of the First Secretary also point out four functions of their job: strengthening the ability of grass-roots organizations,promoting precise poverty alleviation,serving the civilian affairs,improving the level of village governance.Combining with the theoretical basis and document requirements,the effectiveness assessment of "First Secretary" governance can be carried out from micro,medium and macro perspectives,to assess the effectiveness of people's livelihood development,organizational construction and social order construction.After our investigation of case villages,we found that: first,in the field of economic development,the First Secretary coordinates resources and acts as the "leader" of the project in the village,receiving resources such as: information,talents,technology and market,but this economic growth pattern has the characteristics of short-term and dependence.;secondly,in the field of organizational construction,the first secretary speed up the process of government work,however,they are excluded by the township government and village committee cadres.Third,in the field of maintaining social order,the first secretary acted as the "intermediary" to resolve the mass disputes in the village,but it was difficult to improve the villagers' autonomy ability.Based on our study,the following changes are needed in the future grassroots governance: in economic development,the government should try to establish a long-term planning;within the government,the work of supervising in villages should be supervised reasonably,the division of powers of grassroots governance subjects needs to be clear;in the construction of social order,cultivating villagers' Self-governance ability will become the core.
