Vocational education plays an important role in promoting productivity and alleviating employment pressure.The experience of the school-enterprise cooperation model in vocational education shows that it is necessary for local governments to guide and support school-enterprise cooperation.This article will focus on the Quanzhou municipal government in secondary vocational education cooperation between the government behaviors.Based on the theory of government function and stakeholder theory,the paper defines the basic concepts of school-enterprise cooperation and government behavior,points out the role of government and the necessity of government's intervention in the cooperation between schools and enterprises in secondary vocational education.In Quanzhou city22 state-run secondary vocational schools as the research object,through questionnaire survey to illustrates the performance of Quanzhou municipal government in school-enterprise cooperation through a questionnaire survey.Based on the comprehensive analysis,the author points out that the reasons for the above problems mainly include the outdated concept of the government,the imperfect policies and regulations,and the inflexible management system.This paper points out the achievements made by Quanzhou government in school-enterprise cooperation of secondary vocational education,and points out the problems such as insufficient overall planning,insufficient publicity and guidance,insufficient platform construction and insufficient capital investment.The causes of these problems mainly include the outdated government philosophy,imperfect policies and regulations,and inflexible management system.By referring to the experience of promoting school-enterprise cooperation in Ningbo and Wuxi,it provides ideas for the optimization of government behavior below.According to the government function theory and stakeholder theory,puts forward some countermeasures from the Angle of government: the reasonable positioning of government functions and roles,andstrengthen the overall planning,strengthen to guide and coordinate,and improve the mechanism of supervision and evaluation,and provide funds safeguard.In a word,school-enterprise cooperation in secondary vocational education should not only fully activate the strength of both sides,but also be inseparable from the guidance and support of the government.The government should focus on overall planning,coordination and service to protect the interests of all participants.
