A Study On The Government's Functions In The Development Of Home-and Community-based Services For The Elderly In Wuhan

At present,China has entered a period of rapid population aging,the aging problems have become increasingly prominent.With the weakening of family supporting function,the shortage of nursing home beds,the elimination of past institution supporting system and the influence of Chinese traditional culture,home-and community-based service for the elderly has become a pension model which the old-age most willing to accept.home-and community-based services for the elderly plays an important role in the elderly service system.The government,as the leader of the whole social old-age service system,plays the role of the leader,the promoter and the manager in the home-and community-based services for the elderly.The research on government function is directly related to the healthy and orderly development of the home-and community-based services for the elderly.In this process,we must correctly analyze the functions of government,clarify the orientation of government functions,grasp the relationship between the government and society,market,family and other old-age service responsibilities,promote the cooperation of multiple subjects,so as to meet the growing needs of the pension services.This paper selected the pilot city of the national pension service reform-Wuhan City as the research object.Firstly,it discussed the planning and guiding function,the coordinating and supervisory functions of the government in the development of home-and community-based services for the elderly,analyzed the existing problems of them.Then,it analyzed the reasons of the problems from two aspects:the government itself and the external environment.Finally,based on the theory of welfare governance,co-governance theory and service-oriented government theory,this paper argued that government functions should be optimized from the following five aspects:first,make plans scientifically,and increase financial input;Second,improve the working mechanism and management system of the government;Third,strengthen policy support;Fourth,cultivate and guide the social and market subjects,to form a multi-supply situation for community-based home care services;Fifth,guide public opinions to improve citizen participation.
