The Study On The Model Of Home-based Community Caring For The Elderly In Wuhan

With the rapid aging of Chinese population,pension problem once again becomes a hot topic of universal concern.With the rapid development of social economy and the miniaturization of family structure,the family supporting has been weakened.At the same time,the development of institution for old-aged care is not mature,so our society is in urgent need of home-based community caring for the elderly as supplement.After years of domestic scholar's research and the efforts of governments at all levels to innovation and construction,more and more cities begin to carry out the pilot work of the model,more and more elderly people begin to pay attention to and enjoy this model in the whole society.Wuhan has long been the ranks of the aging population city,the dramatic increase of aging population highlights the social pension problem.In this paper,through the way of field research,I visited Civil Affairs Bureau and home-based community caring center of Jianghan District,Hanyang District,Hongshan District.In the meantime I interviewed the related personnel of Civil Affairs Bureau,community staff,community elderly,and understood the development situation of Wuhan city home-based community caring for the elderly model from the micro and macroscopic.On this basis,according to main cooperation body,this paper innovatively classifies the model of home-based community caring for the elderly in Wuhan,namely,the model of cooperation between government and enterprises,the model of cooperation between government and social organizations,and the multi-agent cooperation model.According to this classification standard,combined with the research interview data,this paper deeply describes the advantages and disadvantages of each model through specific cases and draws lessons from the successful practice of home-based community caring for the elderly in Shanghai,Guangzhou,Nanjing and other cities,puts forward the feasible recommendations for the further development and improvement of the home-based community caring for the elderly model in Wuhan.Including:the reshaping of government functions,improving the evaluation mechanism for government purchasing public service,guiding the social organizations to actively participate in,cultivating social organization incubator,optimizing the structure of pension service personnel,deepening the"combination of medical care and elderly care",pushing forward the service model of"Internet + pension".
