A Report On English-chinese Translation Of Terms In Legislative Texts

In recent years,the economic and trade cooperation between China and South Africa has been closer,which has promoted new progress in legal exchanges between the two countries.Now China is vigorously promoting public-private partnership(hereinafter referred to as PPP),and it is especially important to learn from the successful experiences of various countries.South Africa is the first country to try and successfully implement PPP.Its well-established legislation is a model for successful implementation of PPP projects.Therefore,we should learn the legal system and its changes behind South Africa's PPP through legal translation to think about China's current PPP legal system.The material translated in this report is Municipal Finance Management Act issued by South Africa PPP Unit.This legislative text is of great significance to the success of South Africa PPP.Therefore,the author hopes that this translation practice can provide experience for the translation of relevant legislative texts and promote the reform of laws and regulations and policies related to the PPP in China.This report introduces the research background and significance of this translation,and then makes an in-depth analysis of the original text,focusing on the difficulties of term translation.The author thinks that the difficulties can be divided into the following three categories: first,concurrence of legal terms caused by non-equivalent meaning,such as “misconduct”,“unsolicited bid”;second,the difficulty in selecting words for translation caused by polysemy,such as “claim”,“discount rate”;third,the confusion caused by synonym terms,such as “taxes,levies,duties”,“note,bond,debenture”.Then the author gives an appropriate translation through case analysis and provides methods to deal with the translation of relevant terms.At last,the author summarizes the contents of the full text and summarizes the major findings and limitations of this report.
