Study On Establishing Core Metadata Standards Oriented To The Integrated And Innovative Development Of Public Digital Culture Project

With the rapid development of public digital resources sharing at home and abroad,much attention is drawn to the integrated innovation of the public digital cultural project in China,to which a unified core metadata standard is essential.This article uses Internet research and literature research to analyze the most commonly used metadata standards,the existing metadata standards of public digital cultural projects in China,and the research achievements of metadata standards in the field of public digital culture.Combining the results from the expert interview,it constructs a core metadata standard appropriate for the integrated innovation of the project,formed the content structure,semantic structure and syntactic structure of the standard,and identified 18 core metadata elements,with a view to providing a reference both for the project practice and for the research in the related fields.This article is divided into eight parts:The first part points out the background and significance of this research,provides a thorough literature review,briefly explains the content and methods of the research,and explains the innovation points of the research.The second part first introduces the concepts both related to the public digital cultural project and metadata,and then explains the standardized theories used in the research.The third part illustrates the needs of the standard from three aspects: the standardization needs of the public digital cultural projects,the requirements for integration with international standards,and the strategic requirements for the integration of culture and tourism in the country.The fourth part analyses the metadata standards that are used in the public digital cultural field and in the public digital cultural project,including those in the formulation and in the application.Then it points out the shortcomings of those standards,and analyzes the shortfall between the existing standards and the needs mentioned above.The fifth part first formulates the basic structure of the core metadata in the standard,including metadata content structure,semantic structure and syntactic structure,and points out the standardized naming domains specification and extension rules,then it explains the identification process of the core elements of the standards,and lists the element set according to the basic structure of the metadata.The sixth part briefly introduces the supportive parts of the core metadata standards,including the applying scope,the cited documents,the terms and definitions,and the samples attached to the standard.The seventh prat analyzes the suggestions from the experts and modified the standard to improve its the applicability and rationality.The eighth part puts forward research conclusions,summarizes the research achievements and deficiencies,and then points out the direction of subsequent research.
