| In recent years,my country has been committed to promoting the development of public culture.The standardization of basic public digital culture has been paid attention to.The related standards of public digital culture have increased year by year,and integration and development have become the general trend.The relevant national documents have also repeatedly proposed standards integration requirements and specific tasks.Construction has become a key link in the overall development of public digital culture.However,there are many problems and contradictions between public digital culture standards in my country,lack of unified management,and inconsistent standard structure,which have become obstacles to cooperation between public cultural institutions.It is the focus of current research to build a unified public digital cultural standard and specification system to realize resource integration,in order to achieve standard integration and sharing and co-construction and sharing of resources.This research is based on the standardization theory and resource allocation theory guidance system,and refers to the standard systems constructed in other fields.On the basis of grasping the construction principles and following the construction basis,a standard system framework suitable for the development of my country’s public digital culture is constructed,including resource construction.The four modules of standards,management standards,technical standards and service standards respectively discuss the various standard elements under the system,and explore the implementation path of public digital cultural standards from the overall level.,literature and the national standard website to obtain relevant standards,analyze the current situation of standard construction and find problems in the current standardization process,and put forward optimization suggestions for the future standardization development in the field of public digital culture according to the existing deficiencies.This study firstly takes the development of public digital culture and the national discourse on standardization as the research background,and finds that standardization research in the field of public culture is relatively rare,and proposes research significance accordingly;secondly,it introduces the basic concepts that support this research（public digital culture,standards,standard system and standardization）and related theories（standardization theory,resource allocation theory）,and sort out and compare the research results related to public digital cultural standards in the field of library and information at home and abroad,so as to provide sufficient evidence support for follow-up research;Third,obtain standard data through the National Digital Culture Network,the Standard Open System and other related documents,and use quantitative analysis methods to analyze the problems existing in the construction of existing standards and the progress that has been made;Fourth,follow the construction goals and principles.On the basis,according to the classification basis provided for this article by the relevant theories,and referring to the framework of the standard system that has been built such as the library standard system,the framework of China’s public digital cultural standard system is designed,and the sub-systems are discussed;Analyze the standardization work mode,subject and path in China,and propose the implementation path of public digital cultural standards.Sixth,it proposes that the government should play a leading and coordinating role,promote multi-party exchanges,and establish a feedback mechanism to form a relatively complete system of public digital cultural standards,Strategic Analysis.Finally,in the conclusion and prospect section,it summarizes the practical significance of this research to the development of public digital culture in my country and the shortcomings of current research,and puts forward the prospect of future research on public digital culture standards. |
