White paper,as an important official document, plays a significant role in the publicity and growth of organizations. Therefore, the translation of white papers is very important. This report is based on an excerpt from white paper translation project of Out in the world-Managing New Risks in Higher Education. It aims to demonstrate how hermeneutic translation theory can guide the translation of white papers, and explore the practicable translation strategy in such texts,so as to provide reference and a new perspective for translation studies.Under the guidance of hermeneutic translation theory, the author expounds the report from perspective of vocabulary and syntax by applying corresponding translation strategies to solve the problems encountered in the translation process.According to George steiner's hermeneutic translation theory, translation consists of four process: trust, aggression, incorporation and restitution.Considering the fundamental differences in sentence structure and logic between Chinese and English,on the basis of "trust" of the source text, the author dig deep into the connotation of the source text through “aggression” and “incorporation”,and "restitution" is applied to avoid information lapses in the translation process when necessary. This report is divided into five parts. The first chapter is the introduction, including the background and significance of the project as well as text features.Chapter two clarifies the author's efforts before, during and after translation.Chapter three introduces George Steiner's hermeneutic translation theory.Chapter four is about case study.Based on hermeneutic theory,it analyzes the cases from the lexical and syntactic levels by corresponding translation strategies. At the lexical level, conversing parts of speech and semantic extension strategies are adopted, while at the syntactic level, sentences are translated in a way that is consistent with the order of source text,in a reserved order or restructuring the original patterns under the guidance of “aggression”,“incorporation” and “restitution”.Chapter five is the summary of translation practice.
