Research On The Satisfaction Of Rural Public Cultural Service In Kunming City

The construction of public cultural service system had been one of the important measures of building a Well-off Society in an All-round Way in Seventeenth National Congress of the Communist Party of China.Furthermore,it had been emphasized further the construction intensity of major public cultural projects in in Eighteenth National Congress of the Communist Party of China,which specified the development direction of rural public cultural service.The promulgation and implementation of the Law of the People’s Republic of China on the Guarantee of Public Cultural Services in 2017 marked a new development stage of public cultural construction and provided excellent policy and legal guarantee for rural public cultural service.Based on the empirical investigation in Luquan county and Fumin county of Kunming city,the paper analyzed the basic situation of public cultural service of Kunming city from the perspective of customer satisfaction,examined the gap between the supply of public cultural services and rural residents’ cultural demand and further put forward some advices about the development of rural public cultural service.According to the literature review and empirical analysis,the paper obtained the following results:(1)a series of policies about public cultural service had been issued by Kunming city government and the construction of rural public cultural service had achieved initial results,but there is still room for further improvement in funding input,equalization of public cultural services,demand feedback mechanism and assessment system and so on.(2)As a whole,rural residents’ satisfaction of public cultural service was in the high or medium level with a low awareness and participation.(3)The demographic variables such as age,educational level,annual family income,occupational type and self-rated economic class has significant differences in the satisfaction of public cultural service and the awareness about public cultural service has significant effect on the satisfaction of public culturalservice.(4)In sum,in order to advance the quality of rural public cultural service,the local government should improve the funding input,policy advocacy and needs feedback channels,so as to promote rural residents to participate in the construction of rural public cultural service actively and positively.
