In order to realize the general goal of the 20 th National Congress,we must develop the cultural cause and industry,perfect the modern public cultural service system,and carry out the cultural projects benefiting the people.Public Cultural Service refers to the public cultural facilities,cultural products,cultural activities and other related services provided by the government and the participation of social forces for the main purpose of meeting the basic cultural needs of citizens,it is an important part of national basic public service.The implementation of basic public services throughout the country is conducive to the stability of our basic public service system and the improvement of the well-being of people of all ethnic groups.Tibet is located in the southwest of our country,with a vast territory and special regional conditions.S city,as one of the birthplaces of Tibet’s ancient civilization,the development of its public culture service system is a slice of the Tibetan public culture service system,according to the special situation of Tibet,it is worth thinking about how to build a public cultural service system in S City to improve the People’s happiness and satisfaction.In this paper,S City residents satisfaction with public cultural services as the object of study,a comprehensive use of literature research,questionnaire survey,grounded theory,by studying the domestic and foreign public cultural service theme literature,satisfaction theme literature,using the new public service theory and service quality gap theory,the concepts of public cultural service,satisfaction and related models are analyzed.Through the questionnaire,according to the PCSSI model designed in line with the actual situation of S City,Public Cultural Service Satisfaction Questionnaire,access to relevant data.Based on the actual investigation,the four causes of low satisfaction and the corresponding problems can be found,there is a gap between the needs of the masses and the provision of services,difficulties in the implementation of public cultural services,the level of personnel in public cultural services needs to be improved,and the publicity and promotion of public cultural services needs to be strengthened.On this basis,the author puts forward some pertinent suggestions,which are to establish the mechanism of public demand expression and feedback,to promote the convenience of public cultural services,and to promote the level of personnel engaged in public cultural services,we will increase publicity and promotion of public cultural services.Thus,we can realize the research goal of sending the existing cultural resources to the residents’ doorstep,improving the people’s sense of gain,and optimizing the existing public cultural service system.
