A Study Of Winter Educational Movement In Suiyuan Province(1949-1954)

This paper mainly centers on Suiyuan’s winter educational movement,which took place from the establishment of People’s Republic of China in 1949 to the revocation of Suiyuan Province in 1954.It takes a large number of specific examples about the winter educational movement recorded on‘Suiyuan Daily’ as the core perspectives,and combines with relevant historical documents to carry out a systematic research of the campaign in Suiyuan Province commencing from the early mobilization,the opening process to the transformation to the sparetime schools for adults,which reoccurs the basic features of the winter educational movement,and reveals the interactions between the government,the grassroots and the ordinary people.This campaign of Suiyuan Province not only embodies the inherent mode of traditional mass movement,but also inspires the autonomy and creativity of the general public to the greatest extent on the basis of the effective interaction between the government,the grassroots and theordinary people.What’s more,this campaign integrates similarities of others from different regions,simultaneously,it also has distinct local characteristics,for example,combines ‘newspaper-reading groups’ with various classes and agricultural mutual-aid teams in an original way,combines winter learning with militia winter training,which in turn deeply conducts the mass line.Moreover,based on fully arousing the general public,this campaign enhances both residents’ educational level and political consciousness.The enthusiasm of people in Suiyuan Province constructing their hometown and even the country are raised as well,which eventually pave the way for the operation of many local programs.In the later period of the movement,it transfers ‘winter learning’ into sparetime schools for adults that are all-year-round step by step,which makes the seasonal learning to the perennial learning come true and is the milestone of Suiyuan Province’s improvement in social education.The movement mobilizes the rural society to engage in,and trains elites electing from grassroots units.And it has played a positive role in optimizing rural governance and rectifying grassroots organizations.And it is of great practical significance in the governance and construction of Suiyuan Province.The in-depth study of the winter educational movement in Suiyuan Province and its valuable historical experience are of great practical significance to the development of social education and the promotion of rural work in nowadays.
