Different historical periods and different disciplines have complex and diverse understanding and interpretation of "culture".No matter what the definition of "culture" is,the center of culture is inseparable from "people".In the field of public cultural services,the core of "culture" also lies in "people"."Culture" serves "people" and "people" is in "culture".It is a difficult problem in the field of public management in the world to cultivate and enhance citizens' awareness and ability to participate in social life.Voluntary service is an effective measure to promote citizens' participation in social governance.Advocating and vigorously promoting cultural voluntary service,cultural volunteers play an increasingly prominent role in public cultural services.The public library has become a typical representative of public cultural service facilities because of its multiple and advancing functions.Taking Shanxi Library as a provincial public cultural service institution as the research object,on the basis of on-the-spot investigation and research,the questionnaire of Shanxi Library Public Cultural voluntary service network was formulated and completed.Combined with the existing practice and development trend of the voluntary service of public culture at home and abroad,according to the requirements and opinions put forward by the party and the state for the voluntary service in recent years,this paper sums up the overall development situation and existing problems of the cultural volunteers in the library of Shanxi Province,and analyzes the specific reasons combined with the characteristics of the times.In this paper,the author tries to put forward some feasible suggestions for the improvement and perfection of the cultural volunteer service in Shanxi Library,especially in the management of cultural volunteers.This study consists of four parts.The first part,concept and theoretical basis.This paper introduces the four basic concepts of public cultural service,citizens' cultural rights,citizens' participation and voluntary service,explains the four elements of cultural voluntary service: Cultural voluntary service,cultural volunteer,cultural voluntary service organization unit and cultural voluntary service organization,and clarifies the three stages of cultural volunteer management,i.e.pre management,process management and post management.The second part,the current situation of the management of cultural volunteers in Shanxi Library,including the construction and management of cultural volunteers in Shanxi Library,using the investigation and research results of the public cultural volunteer service in Shanxi Library,finds five problems in the management of cultural volunteers: the recruitment is not standardized and transparent,leading to public doubts;the training and development is not perfect,affecting the service quality;the service The process lacks guidance,the feedback of problems lags behind;the contents and methods of assessment and evaluation are unreasonable;the reward and punishment mechanism is incomplete,and the effective incentive is insufficient.The third part is to find the corresponding reasons for the problems,including inadequate recruitment preparation of cultural volunteer service organizations,unsatisfactory training and education effect of cultural volunteers,lack of process management of cultural volunteers,imperfect assessment index system,and lack of unique incentive factors.The fourth part is the way to improve the management of cultural volunteers.The sustainable development of cultural volunteer management represented by the library of Shanxi Province can be found through six ways: continuously creating a good ecology of cultural volunteer service,improving the educational level of cultural volunteer service,strengthening the process management of cultural volunteers,innovating the assessment and evaluation of cultural volunteers,building a characteristic organizational culture,improving incentives,and improving the relevant rules and regulations of cultural volunteer service.
