In the late years of the qing dynasty,a large-scale uprising of the li people broke out in hainan,The qing government troops stationed in hainan were powerlessto suppress.Under such circumstances,Zhang Zhidong,the governor of Guangdongand Guangxi,sent a letter to the court,requesting the Qing government to appoint Feng Zicai,a veteran general with a good reputation at that time,to Hainan to put down the uprising,which is called Ping Jia in history.Feng Zicai with the remaining power of South Holding Pass,led the army to come to Hainan,in a short time quickly suppressing the uprising in Li.Later,Feng Zicai took a variety of measures such as opening a cross road,building a cable and telegraph network,setting up a mansion,reforming local officials,setting up a Fuli Bureau,and building schools.These measures not only promoted the development of politics,economy and culture in Li at that time,but also had an impact on generations.During the Republic of China,Chen Hanguang took the measure of manage the li minority,which was affected by Feng Zicai to some extent.
