| China is a country with a long history and a rich cultural heritage accumulated over5,000 years of civilization,including a diverse range of intangible cultural heritage resources that carry the wisdom and emotions of the Chinese people.These resources have significant cultural,historical,and social significance,playing an irreplaceable role in promoting traditional Chinese culture,the spirit of the nation,and national cohesion.The government at both national and local levels has issued relevant policies and measures to provide institutional guarantees and policy support for the protection of intangible cultural heritage.However,due to the unique and complex nature of intangible cultural heritage,the scientific and rationality of policy-making still faces certain limitations and challenges.Therefore,using scientific methods to conduct a quantitative evaluation of intangible heritage policies is of great theoretical significance and practical value in improving the policy and legal system for the protection of intangible heritage.This study focuses on an analysis of 301 policies pertaining to intangible cultural heritage,employing statistical analysis,text mining techniques,and policy evaluation models to investigate China’s policies in this domain.Firstly,data collection and processing are conducted on policy texts that meet the study requirements.This involves the gathering of policy texts,description of policy text features,and data processing procedures to establish the foundation for subsequent research.Secondly,through methods such as word frequency analysis,word cloud and co-occurrence network visualization,the key focal points of China’s policies on intangible cultural heritage are identified.Additionally,by utilizing the Latent Dirichlet Allocation(LDA)topic model,latent themes hidden within policy texts are explored,unraveling the intricate information encapsulated within the texts and delving into the development trends of intangible cultural heritage policies.Lastly,employing the Policy Modeling Consistency(PMC)index model,a quantitative evaluation study is conducted on 10 policies released at the national,provincial,and municipal levels,providing an objective analysis of the strengths and weaknesses in the policy formulation and implementation processes,ultimately yielding conclusive recommendations.The study demonstrates that China’s study of intangible cultural heritage policy formulation and implementation has achieved significant accomplishments through continuous efforts.Among the 10 policies subjected to quantitative evaluation,7 were rated as good and 3 as passing,indicating a high level of overall acceptability.However,there are also some issues that need to be addressed,including the lack of predictability in policy nature,which hinders future planning;the lack of flexibility in short-term planning despite a well-established policy timeliness at the macro level;insufficient interagency coordination among multiple stakeholders involved in policy issuance,leading to inadequate supporting measures;and the need for improvement in specific details despite the comprehensive coverage of policy content.This study combines text mining techniques with a policy evaluation model to construct the PMC index model,which ensures a certain degree of objectivity in the indicator variables.This integration facilitates a quantitative assessment of intangible cultural heritage policies,aiming to provide scientific evidence and decision-making references for policy formulation in the field of intangible heritage in China. |
