| Beichuan County,Sichuan Province,one of the areas severely affected by the May 12th 2008 Wenchuan earthquake.Since the earthquake,it has undergone more than ten years of reconstruction and development.At present,the post-disaster reconstruction was almost completed,the overall economic strength continued to increase,the industrial structure was continuously optimized and upgraded,the people's livelihood was effectively guaranteed,the poverty alleviation work achieved remarkable results,the ecological environment construction was fruitful,and the good political ecology was continuously consolidated.In the process of Beichuan County's industrial reconstruction,in order to make good use of the tertiary industry and make full use of Beichuan County's rich cultural resource reserves,tourism has been established as one of the key industries for post-disaster industrial reconstruction.In addition to the trend of accelerating the integration of culture and tourism over the years,the Beichuan County's government has guided enterprises to vigorously develop cultural tourism resources and actively develop the cultural tourism industry.Over the past ten years after the disaster,significant construction results have been achieved:Beichuan County's all-for-one tourism has advanced deeply,and it has been appraised as the first batch of "National All-for-one Tourism Demonstration Area" founding units,it has been successfully shortlisted as a candidate county in the "Tianfu Tourism County" of Sichuan Province,and in 2018,7.68 million tourists were received,and a comprehensive tourism income of 6.36 billion yuan was achieved.This paper takes the government function of post-disaster Beichuan County's local cultural tourism resource development as the main line of research,comprehensively uses literature research,field investigation,case analysis and other research methods.After clarifying the development process of local cultural tourism resources before and after Beichuan County 's disaster,it has combined with the new public service theory in government functions and the stakeholder theory in the development of cultural tourism resources to analyze the positioning,problems,and optimization countermeasures of government functions in the development of local cultural tourism resources in post-disaster Beichuan County.The research found that the post-disaster Beichuan County's government plays the roles of decision-making guider,service provider,and coordination manager in the process of local cultural tourism resource development,and has given full play to functions such as industrial guidance,public service,and social management.However,at the same time,the Beichuan County 's government still has a series of specific problems such as lack of guidance,lack of services,and lack of supervision.In response to the above problems,this paper proposes the development of cultural tourism resource in Beichuan County from five aspects:the formation of a long-term guidance mechanism for the system,the establishment of a brand marketing system,the improvement of the level of wisdom,the improvement of the professional talent system,and the establishment of a system of continuous and efficient supervision.In this way,we hope to provide reference for minority areas including Beichuan County or disaster-stricken areas from the perspective of performing government functions. |
