A Research On Performance Evaluation Of The Public Culture Services Based On Civil Cultural Rights

Strengthen public cultural service system to provide high-quality public cultural products, is an important measure to protect cultural rights and interests of citizens, building a culture of power, to achieve the great rejuvenation of the Chinese dream. In order to protect the cultural rights and interests of citizens, perform government functions, some local governments to carry out a public service performance evaluation, but have not formed to implement the fundamental interests of civic culture institutionalized evaluation system. Therefore, this paper based on the perspective of cultural rights of citizens to the country’s31provinces to be analyzed for performance evaluation of public cultural services, theoretical and empirical research.First, this study and performance evaluation of cultural interests related to the theory and practice and research to sort out, in theory, including the theory of cultural rights, public cultural services and other related concepts as well as new public service, civil rights, public governance, in practice the United Kingdom, the United States and other foreign and domestic performance evaluation practices; Secondly, based on the " input-process-output-outcome " framework to assess government performance evaluation model, combining civic and cultural interests to build a theoretical model of performance evaluation of this article; again, the theoretical basis of the model in performance evaluation, through the analysis of public cultural services and cultural content established civil rights content herein performance evaluation, completed an initial theory and performance evaluation index system build. Thirdly, in order to improve the reliability and validity of the index system, this paper membership analysis, correlation analysis, discernment empirical analysis of the index system of screening, the content is more streamlined, more rational structure of our public cultural service indicators. Finally, factor analysis and utilization of AHP application to build the index system of public cultural service status of each provincial regions of the country empirical analysis and description of the method of efficacy coefficient method and cluster analysis for each region to protect citizens performance Index of cultural rights and interests of the public service were compared and analyzed, so that the study conclusions and suggestions targeted.
