Since the introduction of the “The Belt and Road” initiative by General Secretary Xi Jinping in 2013,cultural exchanges between China and foreign countries have become increasingly frequent and the modes of communication have become increasingly diversified.The implementation of the "Silk Road Film and Television Bridge" project marks that China attaches great importance to the important role of film and television works in spreading national culture,establishing a national image and enhancing the country's soft power.In 2016,the documentary " The Belt and Road " covers more than 500 million of the coverage,spread over 130 overseas Internet platforms such as Yotube,and won the annual documentary award at the fourth Silk Road International Film Festival,making it a representative of the cross cultural communication of national documentary.Based on the media framework theory of Gamson and a Tibetan scholar,the author analyzes the media framework of the documentary of "one belt and one road" from the perspective of cross-cultural communication,and concludes that the cross-cultural communication characteristics of the documentary.Based on the characteristics of cross-cultural communication and the conclusion of framework analysis,this paper puts forward some enlightenment and suggestions for cross-cultural communication of Chinese national documentaries.The study found that the documentary constructed the image of China,reduced the "cultural discount" through the cross-national presentation of the characters and the cross-regional integration of events,reproducing "meaning synergy" through the representation of linguistic and textual symbols.In the framework,the documentary can extract 6 "interpretations" packages.Then,in the process of cross-cultural communication of national documentaries,the high-level structure of the documentary framework should pay attention to the construction of community,and in the middle and low-level structure should be committed to the reproduction of the public sphere.Finally,the media framework of national documentaries should be directed from "frame device" to "reasoning device".
