Providing public services to the public is one of the basic functions of the government.As an important part of public services to meet the cultural needs of the public and to realize the cultural rights of citizens,public cultural services have increasingly attracted the attention and attention of the national and local governments.Seeking public satisfaction has gradually become the goal of the government to provide public cultural services.However,in the actual supply of public cultural services,part of the service content and form can not meet the public demand,and public satisfaction is low.For a long time,the prominent problems such as the mismatch between supply and demand,information asymmetry,service asymmetry and inconvenience of participation have become bottlenecks restricting the further improvement of the efficiency of urban public cultural services.How to change ideas in public cultural services? That is to change "government dishes" to "people order dishes".Public cultural services should be government-led rather than government-sponsored.Only by letting the masses "order" can the masses "order praise".The content and form of public cultural services are determined by public needs.As the main body of public cultural services,the public's subjective perception and evaluation of public cultural services,i.e.perceived performance,should also be paid attention to.In order to let the masses "order to praise",it is necessary to know what the masses want to order,whether the masses are satisfied and dissatisfied after ordering,so that the government can continuously improve.Optimizing public cultural services.Therefore,it is necessary to study the public's evaluation of public cultural service performance and its influencing factors.So what are the factors that affect the public perception performance of public cultural services? Firstly,it is well known that the coverage,openness,convenience and diversity of public cultural service supply will affect public perception performance.Based on Maslow's hierarchy of demand theory,newpublic service theory and government performance evaluation theory,this paper proposes research hypothesis 1: the characteristics of public cultural service supply have a positive direct impact on perception performance.Secondly,more and more scholars begin to pay attention to the influence of subjective factors such as government image and government credibility on government public service performance.Based on government image theory and halo effect theory,this paper puts forward research hypothesis 2: government image plays a mediating role in the process of the impact of public cultural service supply on perceived performance.From the perspective of public perception,this paper takes the outsiders in Chengdu as the research object,and uses SPSS(24.0)software to verify the research hypothesis by issuing questionnaires.The empirical results show that:First,the supply of public cultural services has a positive and direct impact on perceived performance.Second,the supply of public cultural services has an indirect impact on perceived performance through government image.While verifying the hypothesis,this paper also combines demographic variables such as age,gender,length of residence,education level,occupation and so on to analyze the public's evaluation scores on the supply and perceived performance of public cultural services and government image,trying to provide targeted and reasonable countermeasures and suggestions for effectively improving the performance of public cultural services in Chengdu.
