Study On Government Behavior In The Development Of Cultural Industry In Quanzhou Taiwanese Investment Zone

The nineteenth major party of China has raised the importance of developing the cultural industry.As a worldwide "sunrise industry",cultural industry plays an increasingly important role in the development and production of a country,region and city.As a national-level Taiwan business investment zone,Quanzhou Taiwanese Investment Zone enjoys political,economic,regional,historical and cultural advantages in developing the cultural industry,and has unique advantages over Taiwan.In recent years,Quanzhou Taiwanese Investment Zone has gradually strengthened its attention to the development of the cultural industry,and the increase of the added value of the cultural industry has been in the forefront of the city.However,in the process of development,with the emergence of some problems,the development of the industry has declined rapidly in the past two years.At present,the growth rate of added value of the cultural industry in this region has fallen to the "last place" in the whole city.Therefore,it is very important to find out the problems refer to cultural industry of zone and solve them.The choice of government behavior is the first difficulty that needs to be paid attention to and solved.Concerned with this theme,this article firstly analyzes the government behavior in cultural industry of this zone with the case of Zhangban engraving industry,which accounts for the most in the cultural industry in the district.At the same time,I took an interview and survey into the practitioners of cultural industry in the district in order to reflect the whole view of cultural industry development of the zone.Secondly,the article takes an analysis into the problems existing in the government behaviors of cultural industry in Quanzhou Taiwanese Investment Zone,teasing out such problems including lack of a systematic and feasible policy system,stage behavior of government action,unsmooth management system,lack of public service,not enough communication towards Taiwan etc.And it analyzed the reasons from three aspects as government service,multi-agency and resource integration.Thirdly,the article analyse the government behavior of the cultural creative industry in Taiwan district and draw the experience for reference.Finally the article put forward the countermeasures and suggestions mainly from the view of four aspects including providing systematic environment for the development of cultural industries,straightening the management mode for cultural industry development,enhancing the supporting capability of cultural industry development and building an integrated mode of cultural industry development.
