Evaluation On Government Investment Efficiency In Cultural Industry Of Jiangxi Province

As the culture industry plays a more important role in the national economy, the research about the efficiency of culture industry research takes more attention widespread. Investment in cultural industries can be distinguished from government investment to non-government investment, the literature papers generally regard both as a whole part in the empirical analysis, however, government investment is different from private investment in the investment objectives, investment direction and operational oversight. This paper will treat the government investment as an independent principal part to inspect the cultural efficiency, in order to analysis the influence of government.The output index measuring the efficiency of cultural industry was generally represented of profit targets, but investment of government always distributes in the nonprofit cultural institutions. The article changes the way of representing the output only by operating profit data, non-profit indicators will be took into count.This paper reviews the research and evaluation methods related to the efficiency of government investment in cultural industries at home and abroad, builds a evaluate system containing the culture, sports and media expenditure; cultural market operators operating profit; total library collection; mass cultural activities and the number of performances and attendance which holding by arts organizations, then uses data envelopment analysis method to measure the government investment efficiency of cultural industry during the period of 2004 to 2013.The results show that: the cultural industry efficiency of government investment in JiangXi is in the upper reaches of the country, there is still room for improvement; governments need to increase the share of investment expenditure in the cultural market; compared to other provinces around the middle, JiangXi Province should increase the number of literary activities. Finally,this paper analysis the results, trying to find measurements to enhance the efficiency of government investment suggestions, for example, to further develop the combined effect of cultural industry; and to expand the market; to promote the cultural industry upgrading process and the promotion of cultural reform.
