Huaian Government Behavior Research In The Development Of Cultural Industry

In recent years,the central government attaches great importance to the development of cultural industries,put forward the call to build and promote a socialist cultural powerful nation,strengthen important position in the cultural construction in the socialism with Chinese characteristics "five in one" overall layout,China's cultural industry is facing great prosperity and development of strategic opportunities.So the cultural construction of the role of local government and behavior analysis,to a large extent for local cultural development and lay a good foundation,and enrich its theoretical significance.Base on the actual situation of cultural industry,Huai'an city government developed a long-term development plan of the cultural industry,promulgated the funding measures,put forward to promote the long-term development of cultural and creative industries countermeasures and cultural industry assessment methods,and effectively furthered the development of local cultural industries.However,there are some issues in government behavior in the development of cultural industry in Huai'an,there are obvious insufficiencies in the concept of sustainable development,institutional mechanism,resource utilization,investment and financing channels etc.Mainly because the government for the development of the concept of cultural industries in a backward state and the actual function of positioning is not clear enough.To improve the government's behavior in the development of Huai'an's cultural industry,we must accelerate the pace of local cultural industry reform,formulate strategies to promote the development of cultural industry,strengthen industrial guidance and support,accumulate cultural resources,improve the cultural industry development system,located the positive role in the process of cultural industry development.This paper uses CNKI database and Tsinghua tongfang databases as well as other documentation like periodicals.Practical analysis is applied to analyze the current situation of cultural industry in Huaian City.We visited Qinghe District and Huai'an District to study it through field investigation,interviewed the people in charge of culture industry of each county and district so that we can obtain objective data which is a solid foundation for the research.
