Study On Water Conservancy Development In Hotan During The Min Guo Of Xinjiang

China regards agriculture as the foundation of the country since ancient times.Water conservancy is the foundation for the prosperity of agriculture.The Hotan area is a typical oasis agricultural area.One of the indispensable factors in the sustainable development of oasis agriculture is water conservancy.The Min Guo,the Xinjiang provincial government paid attention to water conservancy development and promulgated the “Water Conservancy Law”.The water conservancy in the Hotan area was also well developed under the guidance of the government,especially during the period of Yang Zengxin and Sheng Shicai,According to the climate characteristics dry and less rain in Hotan oasis,built and rebuilt water conservancy projects such as water conservancy channels,dams and Kaner wells,increased the area irrigated by the land and rationally solved the problem of water conservancy disputes and has played an important role in the social and economic development and social stability of Hotan.In view of this,This article insists on the Marxist-Leninist historical materialism as the theoretical guidance,uses relevant knowledge of history,philology,and geography,systematically explored and sorted out the records of water conservancy in Hotan area the Min Guo,Strive to objectively and comprehensively understand and discuss the achievements,characteristics,water conservancy disputes,water resources utilization and government management measures of water conservancy construction in Hotan area.The first part is a brief introduction to the Hotan area the Min Guo.The second part discusses the development of water conservancy in Hotan area before the Min Guo,and briefly describes the water conservancy in the past dynasties,and introduces the water conservancy development after the Qing Dynasty unified Xinjiang,paving the way for the next content of the article.The third part comprehensively discusses the water management measures in the Hotan area the Min Guo,and gives a brief description of the Water policies,officials,agencies,water resources distribution,and water conservancy disputes in the Hotan area the Min Guo.The fourth part describes theimportant water conservancy construction in the Hotan area the Min Guo.The fifth part describes the promotion of local water and economic construction in the Hotan area the Min Guo.As mentioned above,This paper consists of five parts,which constitutes a whole,and describes the complex social relations between the central and local governments,the government and the people,water conservancy and agriculture,economy and development,human activities and the ecological environment in the Hotan community.In particular,the analysis of the dynamic relationship between water conservancy construction and agricultural development can give us a clear understanding of the importance of water conservancy construction in Hotan area in social development,which is largely related to the rise and fall of oasis agriculture and social stability.
