The problem of Indo-Chinese refugees began with the political upheaval in the mid-1970 s in the three Indo-Chinese countries.During this period,nearly 1.6 million refugees fled to more than 20 countries in the world and nearly 300,000 Indochinese refugees in China.Most of them were concentrated in overseas Chinese farms in Guangxi,Yunnan,Guangdong,Jiangxi,Fujian and Hainan provinces and autonomous regions.On the other hand,as China was in the early stage of reform and opening up,the country was in a state of complete disuse,and it was difficult for the economy and material to support such a large-scale relief for refugees,thus causing certain problems in the basic livelihood security of refugees.As a result,China actively sought cooperation with the international community,and received support and assistance from the United Nations High Commissioner for Refugees,the European Community(predecessor of the European Union),the United Nations Food Programme,the World Red Cross and other organizations.Among them,by 2000,UNHCR's assistance to China had reached nearly US $ 100 million and more than600 projects were implemented,benefiting more than 90% of Indo-Chinese refugees in China to varying degrees.As China's first cooperation with UNHCR on the refugee issue,it has played a greater role in expanding China's external international space,establishing the image of a responsible big country,and thus promoting China's reform and opening up.In addition,this cooperation has made our country aware of the standardized and internationalized cooperation mode with international organizations.Moreover,our country also has its own rational and prudent understanding of the refugee problem,which has promoted the formation of our country's refugee legislation and refugee policy.
