As a member of the Marxist School of Western Culture,Tony Bennett is based on cultural development and explores the development and function of culture in practice from a practical perspective. He creatively expanded the scope of cultural studies, introduced policies into cultural studies, and placed culture in practice to explore and analyze the role of culture in promoting social development.Bennett insists on exploring the balance between freedom and governance, starting from the three aspects of governance, freedom and culture, and tries to construct a feasible realization path for the ideal society envisioned by Marx.He also starts from the culture itself, examines the social, historical and practical functions of culture itself, reveals the role of culture in the historical process of social development.Through the analysis of culture and power, cultural resources and functions,it is found that aesthetics as a higher level of culture has the consciousness and morality, which makes it a bridge between freedom and governance, and tries to construct a feasible realization path for the ideal society envisaged by Marx.Bennett puts forward the conclusion that the policy is introduced into cultural studies by interpreting the close relationship between cultural development and social development. He puts culture in history and society to explore, and reveals the political and normative nature of culture inherent through the role of cultural governance in the process of social development, which also constitutes the inherent support for the political governance of culture. In the process of constructing Bennett’s cultural governance theory, the aesthetic characteristics contained in culture reflect the connection between freedom and governance, and analyze the aesthetics as a product of culture, for example, why can it become a bridge to achieve a balance between freedom and governance, and how to play a role between the two, further revealing that aesthetic assimilation is the means of pursuing freedom and all-round development and the theoretical possibility of aesthetic identity.Bennett takes the concrete practice of Museum as an example to reveal the influence of Museum in the interaction with the subject,to analyze the subtle influence of education and discipline in the museum on the subject, and to highlight the role of culture in the process of social interaction.Although Bennett is a Marxist,he exaggerated the role of culture, fell into the misunderstanding of negating material determinism, and did not fully recognize the fundamental role of material in the process of his theory formation. In his theoretical construction, there are obviously more ideal components, and the idea of practice is too idealistic, which is easy to separate the theory from practice.Bennett’s theory of cultural governance is a theoretical construction of the role of culture in promoting social development. His theory is deeply practiced, starting from the development of real life, deepening into the daily life of the people to explore the development of culture, and revealing that culture exists in the activities of subject, and influences life and value judgment through people’s consciousness. It has great enlightenment to modern social development and policy formulation.
