The Study On The Tidianxingyusi's Management Process Of Economic Affairs In The Song Dynasty

Originated in the Song Dynasty,Tidianxingyusi,also called Tixingsi,Xiansi,Xiantai,is a government department which handles the local judicial and supervisory work.The rulers of the Song Dynasty set up the Judicial Department for the need to differentiate the transport department's power and strengthen the central control over the local government.At the beginning of the establishment,the basic function of Tidianxingyusi was to handle the local prison affairs and supervise the state and county.After the XiFeng reform,Tidianxingyusi was given the responsibility of managing the local economy.From the late northern Song Dynasty to the southern Song Dynasty,its financial authority became more and more important.This paper discusses the management process of the economic affairs of the Tidianxingyusi in the Song Dynasty through the historical literature with other materials,relevant theories and methods of general management.The department has realized its management of local economic affairs by fully participating in the four processes of decision-making,organizing,leading,and controlling.First,in the decision-making process,the department manages local economic affairs through independent decision-making,consultation and requesting.Second,in terms of organization,the department is mainly responsible for the salary-freezing and the organization of financial relief against natural disasters,as well as part-time jobs with distinctive political characteristics of the Song Dynasty.Third,under the decentralization system of each department,the Tixingsi must coordinate and cooperate with other supervisors to achieve the management of the local economy.Its responsibility is highlighted in the purchase and relief process related to local financial resources,and certain geographical features were reflected in the process of financial relief.In addition,the department promotes the encouragement of state and county officials through examinations and rewards for those who have outstanding achievements.Fourth,supervision is one of the basic functions entrusted by the song dynasty when it first set up Tidianxingyusi,which controls local economic affairs by means of supervision and rectification.The Tidianxingyusi is fully involved in the management of the local economy.Therefore,it is an administrative department,not a simple supervisory institution.The lu of the Song Dynasty should also be an administrative district,not a supervisory district.
