At the end of the 19th century,while the industrialization and urbanization of the United States developed rapidly,the problem of high mortality among child laborers and infants became more prominent.Influenced by the idea of protecting children in the progressive trend of thought,some people of insight in the city began to help children through some unofficial and private organizations.By the beginning of the 20 th century,these progressive reformers wanted to set up government agencies specializing in children's affairs in order to better protect children at the national level.So in 1909,the first White House Child Welfare Conference was held.The most important outcome of the conference was the establishment of Children's Bureau within the federal government to take care of child welfare and related matters.The establishment of the Children's Bureau marks the advent of a new era in the management of children's career in the country,marking the beginning of the establishment of the US child welfare system.This paper studies the American Children's Bureau between 1912-1938,systematically discusses the specific work and effectiveness of the Children's Bureau during this period,and deeply analyzes the historical role of the Children's Bureau.This article is divided into three parts to the US Children's Bureau:The first part is the introduction part,which mainly introduces the topic and significance of this paper,the research situation at home and abroad,the main framework and content,and the research features and innovations.The second part is the body part,which is divided into three chapters.The first chapter explains the historical background and the initial work results before the establishment of the Children's Bureau of the United States.This article discusses the background of the establishment of the Children's Bureau from four aspects: the progressive movement and the progressive trend of thought,the children's issue in the era of progressiveism,the social assistance of children in the era of progressiveism,and the establishment and establishment of the Children's Bureau.In the era of progressiveism,the high mortality rate of infants and children and the problem of child labor are serious.Progressive reformers have carried out a series of private relief activities.The initial work and effectiveness were mainly about appointing staff,setting up organizations,andinvestigating infant mortality.The newly established Children's Bureau conducted a survey on infant mortality in a small area.The second chapter of the work and effectiveness between the two world wars mainly describes the main work of the Children's Bureau from the aspects of legislative work,reform plan and social policy.During this period,the Children's Bureau received more funding from the federal government and expanded the organization.More large-scale children's projects have been implemented in a wider field and have achieved remarkable results.The historical role of the Children's Bureau is to discuss and analyze the historical role of the Children's Bureau through the elaboration and evaluation of the main work of the Children's Bureau.The third part is the conclusion part.It outlines the work and effectiveness of the Children's Bureau of the United States during 1912-1938,and summarizes the historical role played by the Children's Bureau from both positive and working limitations.
