By the middle of the 19th century,although the industrial revolution had been completed,many children's problems caused by a social transformation in Britain had not been properly resolved.For example,problems caused by the neglect and abuse of children,juvenile vagrancy and delinquency remained serious.At the same time,people from all walks of life pay more and more attention to children,which is deeply reflected in the three levels of family,society and the country.Families of all classes were gradually improving the environment of their children's living,changing attitudes toward children,and advancing unfamiliar parent-child relationships.To solve those problems,through a large number of social investigations,extensive social practice,and continuous propaganda,charitable organizations have played an important role in exposing problems,providing assistance,and promoting legislation The state has successively promulgated a series of laws on children so that many children's issues can be gradually solved under the legal frameworkAt the beginning of the 20th century,with the changes in British society and the emergence of new children's problems,the children act,which has been decentralized since the 1870s,urgently needs to be consolidated and revised.The Children Act 1908 came into being.The Act encompassed a number of child-related areas,focusing on four areas:child protection and prevention of abuse,reformatory and industrial schools,juvenile smoking,and juvenile courts.The law not only upholds the main purpose of children's legislation in Britain since modern times,but also inherits the main content of existing children's legislation in a comprehensive and systematic manner,and on the basis of which it is discarded,supplemented and improved,thereby more effectively protecting the basic rights of children through the form of law.Therefore,the Act opened a new situation for children's legislation in Britain in the 20th century and became one of the important acts in the process of constructing the British child welfare system.The Children Act 1908 aimed to establish a legal system that is more child-oriented and more comprehensive than existing laws.The drafting,promulgation,and implementation of this act reflected many changes in British society.First,the mainstream attitude of the British when dealing with children's issues has gradually shifted from focusing on punishment to prevention,and from focusing on the body to the body and mind.Second,public opinion represented by the collectivist concept of social welfare,humanitarianism,and the mass media has profoundly affected the specific provisions of the act,the sentencing standards,and the enforcement standards.Third,as the environment of public opinion changes and the establishment of a social welfare system,the state's responsibility for children's issues has also become clearer.In the responsibility relationship with the family,the state has assumed more responsibilities and forced families to take more responsibilities in protecting children through legal means.In a socially responsible relationship,the state has gradually taken over and promoted relevant social assistance and public services constantly strengthened interventions,and coordinated with social organizations to promote the development of child welfare and the construction of child welfare systems.
