The Third Plenary Session of the Eighteenth Central Committee unanimously adopted the Relevant Decision of the Central Committee of the Communist Party of China on Major Issues Concerning the Comprehensive Deepening of Reform,which clearly pointed out that the socialist system with Chinese characteristics should be improved,the governance system should be improved,the modernization process of governance should be accelerated,and the ideological concept of governing the country The modernization of the governance system and capacity of socialist countries has outstanding advantages and is of great significance in the current complex domestic and international environment.The purpose of this study is to firmly grasp the theme of modernization of national governance system and governance capacity,and explore the practice of China's national governance system and governance capacity.Urban development plays a vital role in the development of the whole region.Since the beginning of the 21 st century,with the continuous improvement of culture and economy,the competition among cities in various countries has gradually been regarded as another mirror of urban competition,thus recognizing the importance of cities.In recent years,the process of urbanization in China has been accelerated,the landscape of the city is changing with each passing day,the quantity and quality of urban infrastructure has been greatly improved,and the quality of life of the people has also been greatly improved.However,we must clearly recognize that there are still some major problems in urban development,population growth,environmental degradation,employment difficulties,moral degradation and lack of culture.Among the many problems,the lack of cultural connotation,lack of characteristics and a series of other issues are particularly prominent.The lack of culture is bound to be greatly restricted for the development of a city.From the perspective of public management,this paper takes the governance of Dongguan cultural market as the research object,collects and collates relevant literature,and analyses the literature as the main theoretical research means.At the same time,combining with the actual situation of Dongguan cultural market work,this paper makes an analysis of the current situation and governance of Dongguan cultural market,and finds that the governance subject of Dongguan cultural market is single and publicity is public.The reasons for these problems are analyzed theoretically: backward governance methods and tools,ambiguous target function orientation,imperfectgovernance system and mechanism of cultural market,challenges of cultural pluralism and lack of cultural identity.Then,it puts forward some countermeasures,such as perfecting the system and mechanism of cultural market governance,improving innovative means of cultural market governance,strengthening the reform of administrative law enforcement of cultural market,giving full play to the effective role of citizens,government and market,to further standardize and develop China's urban cultural market.
